Why is the outsourcing of publishing services still taboo?
There is hesitation because there are a large group of writers/publishers who believe that while the book is capitalistic, it should be immune from standard business decisions and rise above other products. They believe books are something more than computers, or tables, or oil, or cars. Books are special to them and have intrinsic meaning that they don't get with other products. Until people see books as the same as every other product they can get, you won't see a lot of people thinking about them in the same sense they think about other industries despite being very similar and the same as almost every other industry.
The second reason is that foreign countries have a bad reputation for producing horrible quality, plagiarized material, or are essentially incompetent to the services they are offering and sometimes, do not have a strong grasp of the English language in order to actually perform the service advertised.
